Public Notice - Buckeye Pipeline Project

PUBLIC HEARING NOTICE

TAKE NOTICE that the City of Perth Amboy has filed an application with the New Jersey Department of Environmental Protection (NJDEP), Green Acres Program, proposing to divert approximately 0.08 acres of lands known as part of Block 228.05, Lot 3; Block 228.06, Lot 3.01, and Block 228.04, Lot 3.02, Perth Amboy, Middlesex County, located beneath the City’s bicycle and pedestrian trail located between Pulaski Avenue and Hall Avenue owned by the City for the installation and operation of an underground 16-inch petroleum pipeline by Buckeye Perth Terminal, LLC. As compensation for the proposed diversion, Buckeye Perth Terminal, LLC will restore and enhance the park, which will reopen after installation of the pipeline, and provide financial compensation to the City of Perth Amboy in the amount of $855,000 for use by the City for the purchase of property adjacent to Rudyk Park for park and/or recreation use.

Pursuant to N.J.A.C. 7:36-26.11(e) a public hearing to obtain public comment on this proposed conveyance will be held at the Portuguese Sports Club, 782 State Street, Perth Amboy, New Jersey, on May 3, 2017 at 7 p.m.

All information submitted by the City and Buckeye Partners L.P. to the Green Acres Program in support of this requested diversion of parkland is available for public inspection at the office of the City’s Business Administrator, 260 High Street, Perth Amboy, the Perth Amboy Free Public Library, 196 Jefferson Street, Perth Amboy, and the NJDEP Green Acres Program office, 501 East State Street, Trenton, New Jersey.

Written comments on the proposed diversion may be directed to Mr. Adam Cruz, Business Administrator, 260 High Street, Perth Amboy, NJ 08861. Please submit a copy of any comments submitted to the NJDEP, Green Acres Program, Bureau of Legal Services and Stewardship, Mail Code 501-01, 501 East State St., P.O. Box 420, Trenton, NJ 08625-0420. Public comment on this parkland transfer request will be accepted during the public hearing or in writing until May 17, 2017.
