Councilman Sottilaro was born and raised in Perth Amboy. He has been serving as a council member since 1998. He received an A.B. from Villanova University and a M. Ed from Rutgers University.

As an educator he served at the elementary, secondary, adult, undergraduate and graduate levels. He has received State and National honors for his work in the education field. Councilman is a former chairman of the Recreation Advisory Committee, The Citizens Budget Advisory Committee and the Zoning Board of Adjustment.

He is currently a member of the Most Holy Rosary Parish where he serves as a Lector and Eucharistic Minister, The Italian Tripoli Club, the NAACP, the Knights of Columbus and AARP.

Councilman Sottilaro and his wife, Barbara, have three adult children.
