    UEZ Project Narratives

    I. Development / Redevelopment Projects

    Hall Avenue Extension

    The Perth Amboy Zone Development Corporation provided funding for the “Hall Avenue Extension -Firehouse Plaza” Project. This modern retail and professional business complex is now complete and fully occupied. This innovating project also involved new roadway construction with the expansion of Hall Avenue including the construction of two commercial buildings called “Firehouse Plaza” and “Liberty Plaza”.

    This attractive 17,000 square ft commercial/retail location now includes a Dunkin Donuts, a Liquor Store, Dry Cleaner, Papa Johns Pizza, China Buffet Restaurant, A Check Cashing business, a Physical Therapist and it’s newest arrival, “Investor Savings Bank.” This project has spurred new job opportunities and provides a major new access route to the northeast entrance of the city leading to the downtown Central Business District.

    Fayette St/ Buckingham Ave. Reconstruction Project

    This UEZ sponsored project was approved in December 2005 by the UEZ authority in the amount of $1,552,000 for the resurfacing of the entire length of Buckingham Avenue and the resurfacing of Fayette Street from High Street to Kirkland Place. This project was completed in June 2007.

    The reconstruction of the Fayette Street Project included construction of new curbs, sidewalks and repaving of the roadway with new street lighting, brick paver walkways, reinstallation of street signs, furnishings and trash receptacles. This extensive project has been long awaited and has enhanced the overall perception of the residential and business environment of the area as well as improving the safety of pedestrians and consumers.

    The Perth Amboy UEZ Sidewalk/Road Improvement Program strives to make the business district more attractive, convenient and safe while continuing to attract more businesses, create more jobs and stimulate the economic growth in the City of Perth Amboy. This project began in September of 2006 and was completed in the spring of 2007.

    II. Business Recruitment and Marketing Plan IV

    “ Broadcast Email Campaign ”

    This new and innovating UEZ Business Recruitment and Marketing Plan continues a successful phase of our Marketing initiatives. This next phase of our program is designed to raise the level of awareness of Perth Amboy's attributes among consumers statewide and promote individual UEZ projects outside of the City of Perth Amboy. This new media outlet will allows us to communicate with each target audience within a sustainable budget and continue to attract new retail and commercial businesses to the opportunities that are the result of all the successful economic development taking place within our UEZ. The Broadcast Email Campaign will allow our UEZ Marketing to: Write it's own Headline, when we want it……Choose our own delivery date and deliver it when we want it……and Guarantee an article, and guarantee it repeatedly. The Broadcast Email Campaign will also allow us to promote individual successful UEZ projects and achieve our primary objectives. This Marketing venue provides yet another valuable tool for the UEZ to help attract new business opportunities in the development and economic growth of the City of Perth Amboy.

    III. UEZ Revolving Loan Program

    The Perth Amboy UEZ Revolving Loan Program has continued operating commitment with a public and private partnership that is now in its fourth year. The UEZ Loan Program offers combined UEZ/EDA/and Bank low interest loans and fixed rate financing to businesses unable to obtain financial assistance from conventional lending sources and in cases where a business needs mixed financial assistance.

    The Revolving Loan Program has provided financial assistance to Perth Amboy businesses that have enabled them to increase or maintain employment opportunities, promote economic and physical revitalization, help fund business equipment, provide for facade improvements, increase Perth Amboy’s tax base and attract private or public sector investment.

    IV. UEZ Clean Team Project

    The Perth Amboy Urban Enterprise Zone Program has successfully maintained the operation of it’s UEZ funded MAD VAC Street cleaning machines for the past eight years with the continued commitment of providing a permanently clean, attractive and litter free business environment within the Central Business District. The Mad Vac street cleaning machines operate exclusively within the boundaries of the UEZ within the City and operate 7 days a week throughout the Central Business District.

    V. King Plaza

    UEZ funding for this project was dedicated for the exclusive use of providing Public Parking for the King Plaza Redevelopment Project. King Plaza is a visionary multi-purpose project, which comprises residential, retail and private/ public parking facilities developed on a 3 -1/2 acre parcel surrounding State Street/ Smith Street/ King Street/ and High Street in Perth Amboy. The residential portion of the project consists of a new building containing 148 apartments (Phase I) and the rehabilitation and adaptive reuse of three unused industrial buildings to provide 101 new apartments (Phase II).

    The retail component of the project contains a supermarket of 30,000 sq. ft and 36,000 sq. ft. of general-purpose retail space and street level surface parking for retail customers and the public. The parking deck and an additional surface parking lot will provide direct benefits to shoppers, patrons and visitors to our Central Business District. This project will create 200 construction related jobs and 100 permanent management and clerical jobs through the construction of a new supermarket, new retail shops and the construction of the residential buildings.

    VI. JEWISH RENNAISSANCE MEDICAL CENTER

    The Perth Amboy UEZ provided funding for the JRF that was founded as the first Faith Based federally qualified heath care center in the country, the JRMC has approved plans and begun renovation to a 42,762 square foot building at 275 Hobart Street within the UEZ boundaries of Perth Amboy.

    The building renovation will allow JRMC to relocate, consolidate and expand operations at the new facility in Hobart Street. The JRMC is a non-profit, non-sectarian 501(c) 3 health care organization that provides medical and mental health care services to residents of Perth Amboy and nearby communities without regard to race, religion, or capacity to pay.

    The economic impact of this project will be the establishment of JRMC as one of the major employers in the City of Perth Amboy with the creation over time of more than 100 jobs.

    VII. PERTH AMBOY PARKING UTILITY

    The UEZ effectively assumed the operations and services previously provided by the Perth Amboy Parking Authority on November 5th, 2007 and was charged with managing the duties and responsibilities to carry out the day-to-day activities of the Parking Utility.
